Is there a way to have just 1 List from 1 Board show all cards in a View?
Like the attached view possible in AirTable?
*If not directly duplicatable, then indicated how similar I could get it.

Definitely, I agree with @Dreamsuite Mike suggestion. Also there used to be a Power-Up called Card Limit that changed the color when exceeding the card limit in a list, but I'm not certain if it effectively prevented adding more than N cards per list.

I jest, obviously this isn't a view available in Trello right now but it's a valid idea. You could suggest it as a feature by going to https://trello.com/contact and selecting:

Create some lists with the same name and add your cards, like below:
Use this automation to keep the lists limited to 2 items...
